Lol, if it was private security that'd be one thing, but it being an actual cop makes it better. Cops and EMTs frequently have to work together. In theory even if an EMT has nothing to identify themself with (and no equipment... And still thought they could be more helpful than calling 911...), they probably know how to talk to cops in a way that sounds like they should be taken seriously. Basic level of respect, code numbers, science jargon.
That does seem like a strange move. If you're having a violent stroke, you want people to access your mouth to keep you from dying.
Back in the day when public school was not completely shitty, they taught kids to notice things like this. Not deliberately and not every kid, but I remember the teacher reading some kind of kids trivia book disguised as a mystery book to us.
In one puzzle, someone passed out, and the "solution" was that the person faked fainting because they fell forwards, conveniently the direction that would give them more control over the fall and ability to catch themself. (I guess between the suddenness of the fainting and the shape of the human foot, a natural faint should fall backwards?)
Its kind of sad now that I think about it... I knew schools stopped teaching critical thinking, but I had forgotten that once upon a time they had taught us to analyze how a medical episode occurs and be skeptical accordingly...

If you think they're evil enough to use this as a means to speed up demographic changes a bit... Maybe have a "few" more CHAZ casualties that you can't sue anyone over,
conveniently all republican voters this time, strategically drive people to flee to other states
either to drive opposition out or to push "wasted votes" into purple zones... They could weasel out some value out of another round of riots.

My bias is witnessing sex pests try to use the arson to catch some newly minted homeless pussy, and knowing those types are mother fuckers who would have no problems filling out their "roommate's" absentee ballots "for their own good". Never one to let a crisis go to waste, I see these people as monsters.
