Now that I actually made them I understand why - motherboards have capacitors and other circuitry close to the CPU socket that could potentially interfere with installing these brackets, and every motherboard vendor had them in different places. So it's not really possible to make a "one size fits all" metal bracket. Not that you would want to make them out of metal in the first place - they might short out various SMD components that they would cover.It's weird that something like this wasn't ever a commercial product - Pentium 4 CPUs were always considered hot, so you'd think it would make sense to try to fit newer, more efficient cooling solutions onto them.

Nevertheless, it is still possible to make and install brackets like these if you trim them at the edges a little bit, and they would do their job just fine. As for material from which to make them - 3mm acryllic sheet seems to work.
