Not gonna lie, I hoped that 76 was going to go in the direction of the Vaulters working to restore Appalachia to safety under the Enclave and that would explain where the Enclave came from in 3. Literal paradise on Earth compared to the rest of the world and would make you wonder if maybe an Enclave that's less insane than the one in 2 is the solution the wasteland needs. Alas, Zenimax doesn't have the vision for it, but I think it would have worked, as much as anything in 76 could have.
