It's fanart of Hina Nemoto (a.k.a. "Nemo") from WataMote a.k.a. "No Matter How I Look At It, It's You Guy's Fault I'm Not Popular". Technically, Nemo did appear in the anime, she's the prominent background character with twin-tails in Tomoko's class, but Nemo didn't become an important character in the manga until Tomoko's second year of high school, which is several months beyond where the anime left off (sometime in the autumn of Tomoko's first year).

This fanart is unusual because Nemo is shedding tears. Nemo is always smiling in the manga, even when she's upset (her eyes darken when she's moodier).
