From what I've seen, wikiHow has a central library of these pictures. Authors can add these to their articles or upload their own. I've seen some pictures turn up in more than one article.

From the looks of it, wikiHow has attracted a number of very prolific artists who for some reason may not have fitted in elsewhere...

This is hilarious. I'm just imagining a pool of random generic art of preteens being spanked and kids running like Naruto being hosted on the site, and then a prospective author goes through all the images and is like "yes! this is perfect for my 'run like an anime' guide!!!"
