I think that the simplest way would be to organize clinics where people could be sterilized in exchange for small playment. People who chose it, would not deserve for procreation anyway. And there would be no need for some totalitarian enforcement.

I thought about it, but that wouldn't stop the issue of gutter trash procreating. If anything it would only stop the easily duped middle class whites, the same ones that fall for the DINK childfree lifestyle.

Definitely some will, but not as much as you would think. I think it would be heavily skewed towards men as well, the amount of women would be low. At least with white trash, a lot of them actually want to have kids, it's why abortion isn't a good option either. The child is usually conceived by accident at first, but the white trash mom wants to be a "mama bear", dad usually sticks around on and off until it's over for good, then it all repeats again
