I never said that Russia was a bastion of freedom, but people have tried to turn the Ukraine War into a “democracy vs dictatorship” fight even though both countries are nominally democratic, de-facto one-party states.

You're correct, the source they took it from even says as much. They're trying to conflate 'federally dependent' with 'welfare' which is pretty dishonest. While it still is generally true that red states receive more federal aid-to-tax than blue states, that has more to do with population and average income differences than whatever this dude is trying to imply.
Also.... we're a union. There will always be states that make more or less than others. Most liberals are very positive towards welfare until its for people they don't agree with. If anything, I'd rather the fed be giving money for poor families for food benefits than blowing up brown kids and hospitals thousands of miles away.
