I unironically believe that there is in fact an algorithm that is used to classify and bucket users for engagement into A/B testing, as the sheer amount of data involved at the scale google operates at would be impossible to process for a human. The whole thing is self sustaining in its mindless iteration, fed by the demands of data analytics guys who specialize in massaging numbers to say whatever it is they want them to say. Developers push new features into the deployment pipeline, testing algorithms spin up new A/B groups to start pushing the change on people based on user metrics, and monitoring algorithms watch for any groups that tank engagement or otherwise behave abnormally to pull users from the program entirely, less you end up pushing them to leave. Even if you don't engage with their new efforts to stop bleeding money, keeping you here is preferable as it makes it impossible for competitors to meaningfully arise.
