Is a mix of different things, cultural, economic, corruption and the fact that the internet is a somewhat new thing in those. For example In a lot of south american countries and poor asian countries teen pregnancy is a common occurence and a lof of the families dont give a shit as long as the father is present and mantains her, there is also a lot of situations of young girls being with old men because momma tells them to find a man with money that takes care of them instead of encouraging them to work so these cultural issues have normalized that kind of degeneracy, add the internet to this and law enforcement not giving a shit and parents being tech iliterate and also not giving a shit and is easy to see how little manuel while browsing the interwebs and art of his favourite dragon ball characters discovers porn and enters a rabbithole of degeneracy until he's jorking it to hardcore cp and sharing it among peers without fear of being caught because the police is too busy stealing and traffiquing drugs and mom is being beaten senseless by dad in a drunk fueled rage in the background.

It doesnt help either that the animenigger comunity takes pride being into weird shit and constantly one upping eachother for izzat points worsening the spiral. Is sad and infuriating, the fuckers have made their own comunity of degenerates that consume and spam that shit because "is funny" for them, usually through facebook groups (facebook is still big in south america) where they recruit children because they are anime focused or internet meme focused (wich usually converge with eachother) creating a cycle of abuse and degeneracy.

This is an EU wide soft on crime problem too.
