There are two explanations for different groups: the anime community, and the wider Internet. The anime community was accustomed to seeing tamer depictions of lolicon because it is an extremely common part of anime, and even many of the more "respectable" anime like Evangelion feature sexualization of high schoolers (granted that western network television is not extremely better in this regard, but of course the much more tame stuff we have like iCarly feet is made by people like Dan Schneider, so give some thought about what kind of person would make lolicon animations), so it isn't generally seen as weird unless it's really young looking characters, with high schoolers basically being accepted as "just what anime girls are". Lolicons were always seen as pedophiles, as has been shown in this thread by example from the Lucky Star dub, but anime characters are cartoonish and do not look exactly like real people, so just as otakus in general view a difference between anime girls and real women (often preferring anime girls), it was easy to accept that lolicons only like cartoon children and not real children. The wider Internet was introduced to the concept of lolicon in 2018 by Digibro, but this was at a time when people were more accepting of free speech extremism and goonerism, and more willing to see Digibro's perspective when he said "and if I'm not doing anything wrong [molesting children], and I'm looking at the shit, that means I've gotta be on the front fucking lines." It's interesting to mention here that Dax Herrera is completely uncomfortable while Digibro explains himself, but he now sweeps for someone who admits he's a pedophile that likes real children.

I feel like saying something about this, so I will. What is a pedophile? A pedophile is someone who is lustfully or sexually attracted to children. What is a child? Child can be taken in two senses: in the strict sense as someone yet to reach the age of puberty, and in the broad sense as someone under the age of majority, or someone who is a minor. Similarly, pedophile can be taken in either the strict sense as someone attracted to prepubescent children, or in the broad sense as someone attracted to minors, and therefore a 20 year old who fornicates with a 16 year old is a pedophile. Now, there are three categories of pedophilia: pedophilia in the strict sense, pedophilia which is attraction to early pubescent children (hebephilia), and pedophilia which is attracted to older minors (ephebephilia). These are not equally bad, and they are not bad for the same reasons. Pedophilia in the strict sense is the worst, because prepubescent children are not really sexual beings, and is intrinsically sodomitical or at least very violent because children do not have functioning vaginas. Hebephilia is bad because children who are going through the process of puberty are still significantly physically immature and, in the case of women, childbirth is very dangerous at that age. Ephebephilia is not bad because older minors are physically immature, and although you can usually tell when someone is a minor, there's not a whole lot of physical difference between a typical 16 year old and a typical 20 year old, but because humans are not like dogs, we are rational creatures and we must act according to the rule of reason. The category of minor exists because a man is not immediately mentally mature upon reaching the age of puberty, and therefore certain protections must be given to minors because, basically, they are stupid, for example they cannot sign contracts. The category of minor is not something which exists simply from human nature as such, but is rather created by the force of reason, and is a very real category determined by our laws which now set the age of majority at 18. A person who statutorily rapes a minor is guilty of a sex crime against a minor, even if he was acting under the presumption that the minor was above the age because fornication is immoral, and therefore he has no excuse to not have made sure he was on the right side at least of the civil law before fornicating. If he had instead attempted to sign a contract with the minor, the contract would be void, but he would not be guilty of taking advantage of the minor because signing a contract is an indifferent act. To be clear, the fornication he committed is aggravated by the fact that it is statutory rape. Furthermore, if a man does not have sex with a minor, but simply has a sexual fetish for high schoolers, he does something immoral, and similarly a man who has a fetish for secretaries does something immoral. However, the man with a fetish for high schoolers does something worse, because high schoolers are, of their nature, unsuitable for marriage, and therefore it is similar in some way to sodomy.
