Sadly I think it is somewhat sincere, he's a genuine smooth-brain. It fits with his 'equality despite common sense' mantra where he thinks everybody should be allowed to say offensive things without any nuance of who and where, gets offended at the idea of minority rights because "everybody should be equal", thinks all people who work should get the same wage, thinks everybody should have identical opportunities to breed, etc. He's anti-science to the degree that even the basics of biology are not allowed if they contradict the feelings his necrotising brain shits out on a given day.

He has the childish attitude of complaining about a system, but the solutions he provides are ill-thought out and far worse than what is currently done. He can't even conceive of being wrong, so never has to deal with correcting these thoughts, regardless of how ridiculous his proposals seem to somebody capable of modelling reality accurately.
