The thing about DreamChaser is that is was shown she wasn't from Spokane. But then she said that everyone on the bar scene on Division hangs out and knows eachother. This is true, the big young people bar scene like Fast Eddies, The Globe, Barrachos, etc., the waitresses, bouncers, and bartenders all date and/or hang out together. So how did she know this? Most likely has friends or family in Spokane.

The "sometimes" violent behavior is his "sanitized" version. I'd say his more than "sometimes" violence is the main motivating factor that led to his family dumping him on society, for the state to handle.
