A note about Spokane in comparison to oly and Seattle.
Spokane is a red city in a blue state. The homeless here have very few options for housing, there are limited resources and it's a smaller city. There's only two major hospitals, both are Catholic hospitals and there's only one "free" clinic for state medical recipients, CHAS health. There's a limited number of food banks. The newest mayor is not friendly to homeless assistance and wants to sweep the streets. It's a hostile environment for the homeless.
Lucas is only staying because he's worn out welcome in Olympia- which has much better networks and support for the homeless. Seattle has so many homeless people right now, many of them hardened. They would eat him alive, even though he would have access to a much better range of supports there. It's a bigger city.
If he goes to Idaho, to Boise, he would likely do about the same as in Spokane. Anywhere else to the east of Spokane, he'll get killed.
Nobody in town has forgotten about who he is. 4 years is nothing to the library system, he's banned forever. Now that he's banned from the park, he's on the radar. Businesses downtown no longer allow non-customers to roam around inside, so he's shut out of a lot of spaces he formerly was getting into. Most businesses know who he is, especially those that have younger crowds. (There was a flyer campaign at one point, two years ago, warning downtown businesses about his behaviors)
Again, it's a red city and a smaller one. People are aware.
