And according to Musk himself, the motherfuckers literally threatened to suspend Xitter altogether in Brazil. They intend to keep the accounts up, even if it costs the local X offices. US Extradition and Legal Cooperation treaties with other countries are very strict when it comes to crimes of speech and wat not. Especially when its a US Person on US soil. The US Constitution is always the operating law, and in order for this idiot to make any sort of fine or arrest warrant to stick, he'd have to convince a Federal Judge Musk refusing to apply censorship on his platform somehow violates US law.
Which would be a very, VERY hard ask.

That only changed thanks to Vargas introducing populism into Brazilian politics which became its backbone 'till present day. Now landlords and politicians aligned to them wouldn't need to rig elections anymore: Collect tax money through bidding to partially build a highway or a bridge and embezzle the money for yourself. Use extensive propaganda to show how much you contributed to society during your tenure and have the mostly ignorant and uneducated people support you. Profit.
The game changed but the ends are still the same.
When someone builds a water piping system in bumfuck nowhere having a well as its main water supply people tend to vote for whoever built that. Even if said piping is incomplete after some tax money grifting.
We tend to blame the government but we have to look at what kind of society we're living in and always have.
