This is a basic guideline artists use, but also isn't strictly true and using it as your main litmus test for determining if a character is kosher to jerk off to is kind of retarded. In general people are drawn taller than they are in real life with more idealized proportions since it tends to look better than the short dumpy reality of most people. An average man is about 7 heads tall, a very tall man (6'2"+) will be about 7.5, and Manlets and women are often are in the 6-6.5 head range, or even shorter. 8 heads is reserved for people who are VERY tall and artistic exaggeration. On the extreme end you also have people with dwarfism who are clearly mature despite their height.
