Yes and no. It depends on genes AND hormones, My dad has a full set of hair, even if he's in his 60's. And he's far from low T
The truth is, they were just destined to be bald and should not reproduce. As hair loss is traumatic and it's something that shouldn't be bred on further.

Hair loss gene is actually determined by the mother for men since it's passed on the x gene and men only inherit that from their mothers.
