Yep. I do this on an LTE dish I have for internet in the woods. We still do get traffic shaping, which is highly ISP dependent and defeated by using a VPN.I bypassed tether restrictions by setting the TTL on my desktop to 65 so it's seen as 64 coming out of the phone.
I also use Termux to disable the use of a special tether interface that tracks hotspot data usage you can also use adb on your computer instead:
settings put global tether_dun_required 0
I then disable the carrier tether check(not always necessary):
settings put global net.tethering.noprovisioning true
This requires root but I remember you mentioning you can't unlock your bootloader.
