That depends on your case. All insults are criminal offense in Germany, but you won’t get charged over it unless the state really wants you gone (but then they can just strip you of your constitutional rights and shoot you (that is allowed by their constitution as long as it is approved by their version of the CIA)). France has the same insult criminal offense too. UK is not worth mentioning for obvious reasons. In places like Lithuania, insults are no longer a crime, unless you insult a police officer. This year European Parliament introduced a bill that would make all hate speech a crime and regulated by the European Parliament (pointless given European Parliament can already effectively veto member states’ laws and constitutions).
