If I need a suit for court or to visit DC as part of my lobbying, should I get a fancy suit or a cheap suit? Can a fancy suit by tailored down to size if I lose weight?

Don’t get a cheap suit, try to get something that looks good quality and will last. Also you will need to get it professionally cleaned.

To help you to look your best, my first suggestion would be to find your Kibbe body type based on your proportions and physicality, this should help you to identify which cuts will compliment your frame.

Another thing to consider is picking shades that will match your natural coloring, this will help to brighten and flatter your appearance.
You are cool toned and there is a pronounced contrast between your hair and eye color so you belong in the ‘winter' category. You would look good in a suit that is cool toned to mimic your complexion. My monitor isn’t calibrated but your skin appears to have a slightly yellow undertone, so it would be my guess that you are a clear/bright winter.

If that is the case, gray and taupe are your ‘casual’ colors, black is your ‘brown’ (smart) and navy/teal are your ‘black (authoritative).

Avoid anything muted or dusty or with too much warmth in it, these will make you look ill and washed out. Colors should be vivid and contrasting and patterns, if any should be on the larger scale. Bright winters look best in polished jewelry, so you might want to pick a tie that has a sheen to it.

I know you don't do pictures, but you should take a few pics of the top of your head and challenge ralph directly. I mean, Ralph wouldn't be a bitch and not take a picture of the top of his head to prove it right? Cause as a bald man, I just shaved my head when I started thinning, as men should, not combing it over like a coward bitch, like ralph.

Book an appointment at Suit Supply and get either one of their cheap ready made ones altered by them to your size, or get a custom one based on their measurements (they do both). Either way, go to their store to get measured by them.

Get a dark gray or dark navy color (not black), no weird fancy details (try to keep it minimal and not flamboyant), and i personally like recommending traveler's wool fabrics since they crease less and are generally easier to care for.
Imo a simple, clean, professional look is the most trustworthy. And you really want it to fit well, an ill-fitting suit is looks awful and imo reflects badly on the character of the person.

Regarding weight loss: You can do alterations to adjust for a few pounds up or down, but if you lose more than that you will probably need a new suit. (If you go from a size XL T-shirt to a size L you will 100% need a new suit)

Are there no guys near you doing custom suits? I don't know about Serbia specifically but sometimes you can find an Indian or Arab shops that make fully custom suits that are cheaper than buying premade.
 
Don't do black, it looks cheap and gauche on 95% of people and with 90% of materials. If you want ‘black’, get charcoal instead.
Dark blue is THE first color suit you buy, unless your personal taste and coloring means a mid/dark grey is a better option.
Other anons 10000% correct that the most important thing is to get it tailored. Even just a little work on arm and pant length can make a world of difference. Don't forget about your shirt, though- it won't matter if you perfectly tailor the jacket only to wear a XL shirt with sleeves ruffling out inches past the end. You end up looking like a toddler. Make sure your shirt (white, light light grey, or light blue) fits just as well.

I have worked for a few different fashion companies, what's most important is not necessarily a bespoke custom suit, but rather that you pick a cut that fits your body type. Don't go to Banana Republic when you're fat, simple as.
Other anons have good answers but I would avoid indochino, I have a suit from them and have had a store pretty close but I think they tend to look cheap, and also take a lot of time.
Brooks Brothers is a good choice, they have more traditional 'boxier' fits that accommodate larger builds well, and also can look really dashing on slim guys. You don't want to be one of those fags wearing a suit bursting at the buttons, good jackets have room to breathe and should still have the second button hole sitting over the button when you button the top.
Do not get a double breasted suit, they look cool but are unpopular in the US and people will think you're a pimp, it's not the right look for court. Traditional two-button is the correct option, and for shoes/belt always make sure they're a less loud color than the suit. It's difficult to go wrong with black shoes, warm browns and blues are a great combo but you first want to look clean and professional, not stylish.
For material, wool is best this time of year, and generally is your go-to. Absolutely do not get linen, if anyone is even selling it rn, and while cotton or cotton blend isn't bad, and can be lighter, wool is best.
In terms of patterning on the suit, you want something, because flat color suits look cheap. Too much patterning locks you on what you can wear it with and looks less professional, what you linked is good but if it's you're only suit, I might recommend a heathered look instead. Subtle, classy, and (most interestingly) keeps the suit 'one' color while letting you style it as two or even three.

There is no wrong answer for matters of taste but for matters of fit you must get something with a fuller cut or you will look like you're being squeezed into something too small for you, and even if you aren't fat you look fat. See gavin mcinnes, sporting multi-thousand dollar custom fits yet all people see is "you look pudgy bro"
color coordination also matters, socks and belt must match obvs, and if the shoes are black, socks better be too. if you go for brown shoes, a great and subtle but appreciable detail is matching your socks to your tie, particularly if the tie is a nice, single, less loud color.
nordstroms isn't a bad option, suit supply *can be* good, i dislike men's wearhouse but well-dressed (if not neccesarily fashion-forward) people I respect do, don't touch joseph a banks. J. Crew's crosby cut would be a really good fit for you, and they’re always running some kind of sale, that might be my instinctive choice.

Seconding Indochino. They come with "tailoring credits" and they will refund your touch up tailoring after you get your suits. There's always one right downtown in DC. I think it's on University street. They can absolutely be tailored down afterward, but you can't add fabric. Still though they're only like $200. If you plan on not wearing it for a long time I'd recommend getting it steam-pressed/bagged for putting away in your closet. Also, fuck conservative suits, you should go full on clown mode.

Also if you're gonna wear a suit do some research on "how" to wear the suit - it's not workout clothes or lounge clothes, you have to pay a bit of attention to how you hold yourself - posture, sitting style, etc. Some practice here is quite worthwhile.

Remember that dressing in a suit is a form of respect toward the other; you're doing it for them, basically, and that mental position helps solidify everything about it.
