The way to get people to understand, is that you are actually burning the metal by getting it super hot in an oxygen rich environment (you have to pipe enough oxy through the torch that it totally feeds the combustion of the acetylene and has enough left for the steel to burn) - not melting it. What we normally think of as "burning" involves carbon, so it makes carbon dioxide gas - when you burn metal it makes a calx (metal oxide - rust in the case of steel).

Idaho is 6000 hours for journeyman but there are several 4 year apprenticeship programs, Then 4 more years for master.To pull permits you need a master license You won't be able to do your own jobs if you can't pull permits. It looks like you have to have 2k hours of work to take take the master exam.
