You have to have a homestead to pull your own permit I believe. The thought process is that if you get someone to do the electrical work and then sell the house as soon as the work is done, if that house catches on fire someone needs to be responsible or have insurance. How many people will know if there’s faulty wiring behind the walls of the house they’re looking at?My rule is don't get caught. Most cities(all?) allow homeowners to pull their own permits but not for rentals or commercial. I think the electric utilities will also require an electrician for initial service setup.
As far as I know it’s the same for plumbing/mechanical/irrigation. If you don’t live in the city but in the county you can pretty much get away with anything. Also, there are usually no inspectors on the weekends (depending on the city), so if you’re having work done without permits, just make sure you don’t have a big van that says “Big Poppa’s HVAC Work For Cheap” and the inspectors won’t put up a stop work order.
What the city might do is make the next person filing a permit on the property to sign for the work that was done before.
