It's effectively a tax/tempo spell, a very slightly better version of Remand (only better because it can hit "can't be countered" spells). Blue is still almost mandatory in all competitive decks in Modern and all the eternal formats and has a strong argument for being the "best" color overall. Even with the dogshit counters and draw spells we have in Explorer/Pioneer/Standard you still feel the urge to splash blue in every deck for permission spells.It should be Blue/White (UW), surely? Urza was still far far better than his Brother and actively tried to redo the peace talks after Kayla Bin-Kroog's (Urza's Wife) Dad fucked around and found out in the original peace talks.The original Brother's War actually did have a good guy, maybe even a couple, but they approached it in a very interesting way. The Ivory Tower people with their academy were the "Third Path" group and they were anti war as well as very accepting. They actually did a rather good job of holding off both forces with their defenses, but then because they were too accepting of other cultures they invited in the Brotherhood of Gix as pilgrims who proceeded to betray them and let in the forces of Mishra which caused them all to be murdered.
It was an interesting take on the topic and amusingly reflects the dangers of taking in refugees without considering their dangers to your way of life. Had they just rejected the weird fucks, they'd probably have made it through the war independently.

Mishra chose to burn down Kroog (the City). If he hadn't done that there probably wouldn't have been a Brother's war.
I mean Kayla maybe being a fucking hoe isn't Urza's fault, and he wasn't in charge of the Nation until after Warlord Man died. Kayla being a hoe was in large part Urza's fault. The only reason he married her was to get the Thran Tome and to have his own tinker shop. Urza wasn't a warlord, but he had no problem using other people, though he was much more open about it than most, and by the time he was fighting Yawgmoth he had done a lot of questionable shit.
