Everyone on the /v/ team had a healthy level of contempt for cp/child model posters though. Being a janny exposes you to a lot of really fucked up shit. Drawings were very low on the list of things to get mad about.
pretty much this, as much as people want to meme, and whatever someone's stance is, drawn loli isn't cp. so even if you don't like it, it becomes a matter of principle for people (especially those that were congregating on old 8chan) because in the end it's just drawn lines. it's like declaring cartoon violence assault and murder.
I don't know why Acid allows /hebe/ to exist when judging just by the name alone, it is clearly has no good intentions and exists to cause trouble. It might simply be that the remaining userbase on /v/ is just too autistic about 'principles' and are willing to fall on their proverbial sword (actually only the webhost gets any consequences) to defend scumfuck pedo parasites that don't give a shit about the longevity of the site. That's how it was on 8chan when Fredrick and Josh were involved until the admins hit a breaking point where it just wasn't worth it.
that didn't really change after 8kun banned loli globally, and it's one of the reasons you can't have a calm discussion about it, because you get autists (on both sides mind you) and other tards going completely off the rails. however, I highly doubt you get real pedos (besides the average twitter activist/resetera janny) making a big fuzz, because the last thing those types want is appear on someone's radar. they have their own secure channels and networks, they don't need (or even want) something like /hebe/.
There's no hard proof of it, but the source of the cp spam was probably from people like Laurelai and Nyberg who wanted to shut the site down rather than MAPs (unrepentant pro-contact political pedos). I remember the folding idea guy being involved in some kind of self-own but I don't remember the details. I think there were actual MAPs on IRC but they spent pretty much all their time trolling meta boards and demanding reparations from the admins for being oppressed. Probably not more than a couple people, but very autistic and very aggressive.

nntpchan is based on the old Usenet protocol and
FChannel uses Activitypub, the protocol used by the fediverse (Mastodon, Pleroma, etc.) They have the usual problem of new imageboards of struggling to gain activity plus the added fun of an illegal post on one server being automatically spread to all of the other servers.
there was also zerochan, iirc shilled by one of brennan's butt buddies when 8chan imploded, which had the nice habit of leaking your IP and post history from what I remember.
federated will always be difficult, imagine if you host your own instance and repost something you're not even aware of, you could theoretically be on the hook for distribution, and that's where things get really spicy legally.
