I'm not exactly sure what you're on about (lax enforcement of curfew violations?), but mass shootings (even the kind where it's a couple of gangs having it at) are so rare in Maine that they shouldn't influence what children are allowed to do and when pretty much at all. Yes, that includes being able to use firearms.

Not THAT improbable, really. I doubt it was only little kids there, youth bowling ages can range from 5 to 18. And times have changed, it's not like 1996 where kids were on the bus at 7am and virtually everyone clocked out from their job two hours before Jeopardy came on TV. I know some teachers who work at schools where their 1st graders start class at 10am (not public school).

Why is this even a question? I don't care if it was three in the goddamn morning, no one should ever witness some psycho coming in and shooting people at a place of fun like a bowling alley.
