Trump used the sign often during his speeches and it was kind of just adapted to become a "white supremacy hand sign" by 4chan users to create mischief. These people used it mostly ironically to troll and be edgy, though. Of course, some "more extreme" people in these communities used it seriously, like New Zealand shooter Brenton Tarrant, but I wouldn't look too into it. It was like a "if you know, you know" type thing.

That worked, someone wrote an article and looked very stupid at the time but then people who were actually White power started using it unironically. So very quickly it became a game of people using it then trying to play it off as “oh look how easily the libs are triggered” except by that point the only people still doing it were Richard Spencer, Jack Posobiec, edgy boy types so you were more just telling on yourself by the time it went mainstream.

And from what I read on Spencer is that he is CIA-connected and his family are long-time friends with the Bush family, so it makes sense why he would be CIA since George Bush used to be the head of it.

It’s a very common hand signal meanings “okay” and I think everyone has made this hand sign at least 1000 times in their life which was the entire joke behind getting people to call it racist, like the punch line is these people will call anything racist. Of course this is the internet and we can’t have nice things so once it was ironically called racist people started using it seriously to signal white supremacy and now here we are.
