There was a lot of non-serious debate and differing opinions on what exactly makes a 2D entity from my time with the waifuists but the general consensus that is pretty much universally agreed upon by them is that 2D does not refer to the literal dimensions of the character but rather it's another way of saying that they're fictional. If 2D = fictional, Will is therefore 2D. Even though he is not literally 2D. Maybe they just don't like saying fictional because it reminds them that their waifus aren't real or something.
So yeah, by their standards Will is entirely a "2D entity", no question about that. How much anyone agrees with that is open to interpretation.
