That's a possibility I brought up, because there isn't just the TRA thing, there's also MTG, and she's a politician. When a politician gets threatened (by SWATing), it's a different matter from a civilian. Politicians are considered high risk targets, especially if they're controversial like MTG, so there's a greater urgency in LE when someone like MTG is SWATed twice. Plus politicians can pull strings that someone like Keffals can't. I don't know when they're employed, but I personally can see a NSL being used when a politician is being threatened with repeated SWATings as opposed to a civilian target.
