It's not him. He was earlier trying to seek the DVROs filed by Faith and Ethan Vickers, two of Matthew's eldest children.
Take this for what it's worth. The document uses double spacing between punctuations which was one of Viggers' academia-trait idiosyncrasies.

It also reads like something a retard like Viggers would write. Several of the paragraphs were just one entire, long and gay sentence. Believe it or not, proper writing courses recommend against doing this. Many wannabe intellectuals who huff their own farts would write seething paragraph-long sentences. If a peasant cannot comprehend it, it's good according to them. (The opposite is true, people who do this sound barely literate and 100% ESL.)
