Chances are Chris may be in one, just not one that's strictly monitored. There are homes that encourage independence and want their clients to go on outings on their own. It's a way of trying to reintegrate them into society.
Does it work? Hell no.
If I had to guess Chris was deemed competent enough to be on his own, and doesn't need supervision all the time. 24/7 supervision is usually reserved for the drooling tards.
However there is no way the staff don't know about Chris's history to just let him be on his own for every outing. Another guess is they aren't paid enough to deal with his shit and would rather have him out of the house

I don't think it does. Gateway is not for people with a primary diagnosis of developmental disorders or significant intellectual impairment, as their website states.
