Given in the U.S. lolicon is not considered CP because it's drawings of fictional characters, it's not causing actual harm to children. However, self-admitted loli/shotacons should always have a leery, wary eye kept on them and still not be allowed near children (probably ever, but at least not unattended). And can it lead to real CP? Lolcow Thaddeus showed there's a fine line, but he actually was being stupid and didn't realize he was downloading real CP because he was so coombrained about lolis (his waifu was Kotone from School Days ffs, even though she's like 16 in the series), and doing time in prison sorted him out.
This debacle has brought out some real interesting results, though. See, when a lolicon gets defensive, that's a sign they're harboring some skeletons in their closet out of deeply buried shame, illegal or not. Does that make them a pedophile? Not necessarily, even though there are cases of pedoes having lolicon drawings among their CP stash. This is because lolicon has been used as grooming material, so someone who spams or sends lolis to someone (especially to minors) over social media has a sinister agenda going with it. When someone goes on great crusades to ban anime entirely because they believe it's CP and use rather innocuous shows as proof, they're projecting real hard about how they want to make it legal to rape real children (remember what was going on with the EU and Patreon).
@Secret Asshole has made multiple posts explaining the psychology behind why it is 2D drawings aren't illegal (and that most lolicons aren't actual pedophiles) and has shown he's got trauma from doing research on pedophiles for his thesis. He'd still be on Hunter's side for the most part while not entirely agreeing with his statements about all lolicons being pedophiles.
