The problem with the Ratnik program was the same as any other modernization program of the Russian conventional forces. The money surplus dried up mid-way through the program.
You see, the Russians had been having large budget dividends because of really high oil prices back in the late 00s. So the extra cashflow they had began to be put into force modernization. The fracking innovations caused the shale oil revolution back in 2012. That caused a steady drop in oil prices. Then you had the Syrian proxy war step up, then you have the Crimean Annexation and the Donbas proxy war. Both of those used a lot of funds. All that slowed down the production of replacement technology.
Then in 2016, Trump got elected and through policy dropped the price of oil through the floor. Russia could either maintain and upgrade its nuclear arsenal, or it could upgrade its conventional forces. The made the better choice of having actually functional nuclear capabilities. As a result a lot of the tech we saw in propaganda videos is extant, but produced in such small numbers as to not really matter.
