So 6.5 Creedmoor is generally only used in large frame DPMS LR or AR10 receivers, with the exception of the Ruger SFAR. As such the receiver is much heavier and larger. Ballistically it is a very very accurate cartridge that can easily make hits out to one thousand yards and above without much wind deflection or bullet drop over distance. It is a 'large' caliber (.264 diameter) projectile going very fast, often in excess of 3,000 FPS so barrel life suffers. It is also more expensive than 5.56 if you intend to strictly buy factory ammunition and not reload your own. 5.56 is still very much capable against body armors, is cheaper than 6.5 Creed and far more plentiful. If body armor is a genuine concern and you do not feel confident in your rifle's ability to defeat it, aim for the pelvis or sternum/neck.

To my knowledge, you cannot buy unless you're military or police. HOWEVER (not a lawyer, varies by state) it is perfectly legal to buy AP bullets and handload your own rounds. But the levels of "AP" bullets you can get will be hit or miss unless you have a good connection.

A level 4 plate will stop 30-06 Armor Piercing rounds, which are right now the hardest hitting rounds I can think of beyond whatever the military is trying to cook up.
I don't have a good recommendation for penetrating level IV plates. I don't believe there are any good options right now.
While size doesn't always equal armor-piercing capabilities, here's the following image so you can see how beefy 30-06 is compared to 5.56. If it can stop 30-06 AP there aren't many realistic options for average Joe right now.

You could buy 5.56 M855A1 in bulk without a permit, but it’s pretty expensive. (3$ a round)
That will go through almost all soft armor and cheap hard armor. So shoot them in the stomach if they have level IV on.

Green tip is about as good as it gets for civvies in terms of 5.56 armor pen. It does reasonablely well. Don't overthink it. You don't want the ATF on your ass.

As far as I know, it's only handgun ammo that AP is illegal in. You can buy a box of black tip 30-06 M2 right now. In fact we should just set him up with an HCAR with a few mags of the stuff if he's thinking about armor piercing.*

It's kind of absurd that it's $150 for a L4 plate but you can't buy rounds to pierce it. How am I supposed to protect my constitutional freedom to be online?
I looked this up and I am seeing information that green and black tip ammo for 5.56 appear legal, but I am seeing reports that green tip does not pierce L4.

And keep in mind the force dispersion. While the plate may stop the bullet from penetration, it doesn't magically slow down the second it impacts. A plate will save you from a bullet entering your body, but it will not save you from the physics of a large piece of metal impacting your body at supersonic speeds. Broken ribs, internal bleeding from the impact, etc....
That 30-06 may not enter you, but you have effectively been hit by a truck. So you aren't immediately dead, but a soy filled body with bone density issues caused from sloth and HRT will crumple like a waterballoon under a car tire.

M855 will not pierce level 4 plates. 30-06 AP will not pierce level IV plates. The whole reason the military was freaking out trying to make something that could, is because there was nothing that could reasonably do it (at the distances they wanted), even for them. Keep in mind this is discussing infantrymen, not including snipers, artillery, etc. Level IV plates are just really good at their job.

Backface deformation (the blunt damage to the body after the round hits) is accounted for in NIJ armor-testing. The deformation from a 30-06 AP will not take you out of the fight. It certainly won't feel good, might break ribs and cause issues later, but if you're in a life or death scenario it will not stop you from fighting.

I’ve never actually seen any Antifa people put a plate in their plate carrier, so I think they don’t actually understand how armor works.

With this in mind, shot placement is critical.
This too. Consider the effect of a PCP chimp charging into another person and killing them from the impact. The velocity was not great enough to go through the person but the energy was sufficient to kill them. A .308 M80 ball round impacting a Level IV ceramic won't penetrate it, but you will have certainly broken the wearers ribs if not more.

7.62x39 =/ 7.62x51 (military equivalent of .30
..308 can help you reach further, and put out a little bit more energy, but still runs into the same issues with level IV armor that 5.56 does.
I've heard M933 (a loading of 7.62x51) can knock through level IV plates, but I don't know where you could find it.

That is 7.62x39, combloc, not 308/7.62x51. Armor pen is less than 556 actually since its slower, though the guy wearing the plates will be feeling it much more.
