Minecraft is one of the most profitable games in history with one of the largest active user bases ever. They could have hired enough people over the years to deal with making a lot of mobs at once, while still making other features just the same, but they haven't.I'm sorry if I start to sound like a broken record, but I feel this needs further clarification:
The mob votes are not, nor have they ever been, done out of Laziness. They're done for the express purpose of allowing the playerbase to play a part in the game's development.
Like I said earlier: Mojang can easily add all of these mob vote mobs into the game if they wanted to, but they don't because they aren't a part of development of the upcoming update and implementing them would take time away from the main attraction.
This article shows a few things that they have failed to do and how it makes Mojang look small even years after being bought up for billions.

Sure, Minecraft is split between two actively developed builds that run in entirely different ways, it's multi-platform, and they have other projects, but a lot of that shit is handled by other companies or teams.
