Not really. IPFS is great for small static content like books, game mods, images, etc. It's awful for dynamic content like forums.
You can on Java but I think you can't on Bedrock, which is the cross platform version of Minecraft which is on the consoles and PC if you don't play Java. Of course Mojang is also putting a skin banning system into the game so lord knows if you will be able to in the future.
