He's right about some of the people that use the English language. He uses it, after all.

I agree with ThunderCavalier, he is practically saying that English is a language used by bigots, slave drivers, and evil people.
 
Ah, here we go again: A man who has disproven Einstein's theory of relativity.
Because, you know, it's not like every particle accelerator in the world, the GPS, every spectroscopist observing the fine structure of atomic spectra, the orbit of Mercury and many other technologies and observations constantly reaffirm Einstein with great precision... nah, those are lies of the Illuminati!

Actually, these dudes (and dudettes) can be classified into two camps:
  1. Those who lack basic knowledge of science and mathematics. These are usually crazy fanatics who have gotten the idée fixe into their heads that they are geniuses whose mission in life is to disprove Einstein (and by extension the entire scientific community). Many of those are motivated by religious fanaticism, e.g. there is a notorious Lolcow in Germany called Georg Todoroff who thinks relativity, evolution and every other branch of modern science is a satanic lie and those who do not immediately see that these theories are wrong and Todoroff is right WILL GO TO HELL. Others are motivated by... um, let's say narcissism and stupidity. Example: Jocelyne Lopez, a French-German lady who spends her time on internet forums screaming about how Einstein is wrong.
  2. Those who actually have some basic knowledge of physics and mathematics - some have even finished a degree in science at a TRUE and HONEST university, but rarely in relativistic physics. More commonly, they are engineers or some kind of applied physicists whose field of expertise is not dependent on in-depth knowledge of relativity. They tend to write papers or even huge treatises which even use a mathematical equation from time to time, which does not stop them from completely misunderstanding some of the basic concepts of relativity.

Now, in which of these camps is our new friend Mohammad? I googled him and found
this. He claims to have a Master's degree in physics from Kashmir University, but does not state in which year or the title or field of this work.

Kinda suspicious. On the homepage of the Physics Department of Kashmir University I couldn't find the list of graduates and theses, it's probably available in some way though (universities usually are required to keep such a list), maybe it didn't look thoroughly enough or they only send this list upon request (can any of you other Kiwis find it?).

Mohammad further elaborates that he worked as a forest officer, which is an unusual but not unheard-of career for a physicist. He does not list any publications in internationally-renowned peer reviewed publications, though (every phd student and most talented Master's students are practically required to have at least one, better several peer-reviewed papers out). He also claims to be the director of the Department of Social Forestry, Jammu & Kashmir State... wait a sec: Liar Liar Pants on Fire. This position is held by one Arun Kummar Tikku, not by any Mohammad Shafiq Khan.

So, what's our TL;DR-conclusion? Mohammad's scientific qualifications are questionable at best. He does not state the topic/title of his Master's thesis, which is very suspicious as any scientist would do that when presenting his life's work. We do not know whether he went to Kashmir University at all. He didn't publish any papers in international peer-reviewed journals. What we do know is that he is NOT the director of that forestry department.

His "papers" do contain some mathematical expressions, but they are all well known standard formulas that could be copied from any textbook. If I had to place a bet, I'd say he's as much as physicist as Gloria Tesch is an author.

Sorry if I power level here but I can tell you, this person never had a masters degree. Maybe he DID attended Kashmir University but I know he never graduated from it because he doesn't knows how to write a paper. I can confirm this because after looking at his "papers", they all are a real mess that no decent university or publisher would even consider checking out.
Here are some flaws I could find in most of his publications:
- Lack of references; the few ones are from his own works meaning he's full of shit.
- Little to no real mathematical background; the equations he uses are cited or simply quoted "as is" with no information on where or why he uses them.
- No basis; He just present something and then goes "this is not correct because I say so" without giving any experiment or a confirmation (mathematical or empirical) on what he's saying.
- Biased; The lenguage and phrases he uses are vague and offensive: "Any reader can understand the absurdity of comments of Mr. [Person]. It is very unfortunate that those so-called physicists who have no idea about how, why and what are theories of relativity have adopted the theories of relativity and the author of the note being one of such so-called physicists." (any real publisher would hang you by the nuts if you actually write this in your paper), real scientific papers are supposed to be informative and concrete.
- No experiments or tests proposed; Most papers, especially in engineering, physics and math, comes with an example or some test, so anyone can reproduce the hypothesis and check the results by themselves. This one is REALLY imporant since it helps the author getting some feedback and future quotes on his work.

I could go on but I don't want to kill you all of boredom but I can tell you, this person doesn't have a degree in anything and he's just mimicking real papers but in a really sloppy way.
As for him being a professor, I feel bad for his students, I'm pretty sure most of them just nodded at whatever crazy shit he said and never looked back after passing his class.

I think he might have started a degree and then had a schizophrenic breakdown. That's the age at which the first symptoms often start for many schizophrenics. It might not be the case, but it seems a lot of the science-obsessed nuts failed out of school because of mental issues.

When you're getting your MSc. you're supposed to choose a research line, which also means you have to choose a very especific subject and board it since day 1 until you graduate. Some people try to make a broad approach and can't finish in time or simply didn't choose wisely (a really hard subject they can't handle). So it's not that rare that some people lose it when the dead line approaches and they have almost nothing to show.
As you say, maybe some of this people could have mental problems but most people simply give up and let it die. But this guy, most probably, studied relativity, didn't understand some stuff in it and instead of searching help or drop it, he decided to went completely nuts and make his own ideas and try so hard to push them so he could get a degree (which would be why he failed but kept all the info).
Nowdays he might just be generally butt hurt to the people who wronged him when he was a student and now he desperately tries to prove THEM wrong and bitch at everyone else.
 
I have no idea what they're even talking about. Neither Khan nor the IJST are mentioned in the article.
