I finally made the connection:
This strip reminds me of Hothead Paisan, an early-1990s underground cartoon beloved among man-hating proto-SJWs of the era, about a psychotic lesbian who goes around castrating and killing any male who looks at her the wrong way. I can't help but think that Winchell saw this strip, and is ripping it off -- consciously or otherwise.
