I think it is likely that it would have never come out if Nick had not run his mouth.
MN has strong data privacy laws that would have protected him, had he not given multiple solid reasons, in the form of rumors about government over-reach, planting of drugs by police, and police misconduct, for the state to release the footage despite it actually being considered non-public by default.

There is also the possibility that April has agreed to the release, in which case Nick fucking over and emotionally/physically abusing the only person other than him and Kayla who could sign a release has really backfired.

I am looking forward to finding out the story how it was released and what arguments managed to convince the state.
