These locations are bogus. He's clearly spoofing his IFF, and there's no OTH radar that's going to provide accurate locations (and they won't have elevations anyway since they are only 2-d). So the only time there will be any accuracy is when he is close to an airport or some other ARSR-4 or better radar that feeds into NORAD.
