I can't think of a specific example offhand, but he may be right. Bike locks are strange animals and some have VERY weird and exotic mechanisms. I seem to remember seeing a prototype design that worked something like this with a removable reinforced housing. It's possible he had one that required a key to relock/reassemble, although if a lock can be picked open it can almost always be picked closed as well.

... not to say that this definitely happened to him, but it's not impossible.

Big U-locks like that aren't uncommon. They're made up of the U - it's just metal that is fully removed from the cylinder housing with the lock mechanism. I can't speak for every U-lock but some of them can't be clicked together like a padlock or normal bike lock, the key is needed to lock the parts together.

They're pretty big and heavy so it makes sense to transport it in the basket of the bicycle, if hung on the handlebars or the side it will just rattle around and smack against the frame. All in all, it sounds like he forgot to lock his bike, that's why the lock was in the basket, and who hasn't had a "I'm sure I parked here, wtf..." moment?

Alternatively, his explanation is the right one.
