The specific data I was referring to was on a COVID-19 tangent, not fraud. That said, I'll go ahead and answer your questions.

1) My suspicion, which is based on a broad variety of sources, leans yes. Some of that is based on my impressions from a bit more than what's been clearly visible since Nov 3 and I'll do a proper write-up later tonight. Regarding your parenthetical, it doesn't have to be terribly widespread to tip the EC. There are ~3100 counties in the USA. A targeted fraud campaign in 50 battleground counties in a handful of battleground states will do the job.

2) That hinges on how discreet the targeted fraud was. I think the outcome voting results breaks down into one of two ways:
A) They scrap all the votes that clearly came in after deadlines passed: Trump eeks out the popular vote but loses the EC (Biden wins)
B) They do a total recanvas (re-vote) over the course of a single day, with the requirement of in-person voting: Trump wins both popular vote and EC (Trump wins)

That doesn't take into account any other remedies the courts might decide on. If fraud is discovered and Biden or Harris is discovered to have had a direct hand in it (even so much as a simple authorization) I cannot fathom Trump and various other organizations not pressing legal charges.
