According to this fox article, Trump disbanded the commission because he would "rather than engage in endless legal battles at taxpayer expense.", not because they were denied access to Infos.

If a standard stock like a mail-in ballot envelope is used, they can easily swap things around, which means that you wouldn’t notice a thing if they had spares lying around. IIRC the Postal Workers Union endorsed Biden wholesale, which can be seen as a red flag. Trump made the right call given the waves of hate directed at him 24/7. He probably saved a good chunk of his votes my encouraging voting in person.
