Harsher climates that had very low population numbers for many generations are the same ones that had recessive genes pop up more, harsher climates also forced more collaboration and less infighting since that could result in everyone dying. Harsher climates lead to higher percentage of closer cousins having kids for a few generations, making recessive genes more common to get passed on during this low population time period (I can imagine it was a very traumatic period to live in with all the deformed kids dying left and right).
