It's about power differential and the capacity to refuse.

The teacher has a lot more power, way more, than the student, so the student's ability to direct the course of the relationship is sharply reduced. In fact, the only power the student really has is to resort to the illegality of the relationship, which is why we've had to codify it in our laws.

This is also why the behaviour of Harvey Weinstein and every other creepy Hollywood agent and producer is so offensive. These men were in positions of great power, and if a woman (or girl) refuses these creepy advances, that's the end of her career. So he can refuse her advances with almost no impact to his day, she can't without completely closing the door on something she's dedicated her life to attaining.

Similarly with age, the older you are the more status you have in the community, the more access to, and knowledge of, the resources you possess, and the ultimate trump card: experience. Think of the first time you did anything: walked, drove, cooked spaghetti, dated, whatever, and how crap you were at those things at first. Someone who has had multiple relationships is going to be better at navigating relationship bullshit, than some newbie dating for the first time.
A relationship with someone of similar age helps to balance the power each person holds, which is the key to a healthy relationship.

In theory, you could have a 16 year old who is precocious enough to be able to confidentally say no, and who has sufficient power or status to know that saying no won't have negative consequences for his or her future. This is really fucking rare, and then you'd have to question what is going on where a powerful and precocious 16 year old is dating some schlub loser adult.

Age isn't quite so clear cut as the teacher issue (when is someone "old enough"?), but if you understand the reasoning behind why we don't allow teachers to have relationships with students, you can figure out why a 25 year old should almost definitely not be having a relationship with a 16 year old.
