I've been suspecting Chapter 103 was originally meant to be Brook's intro since the cowboy hat & cloak dude design isn't that far removed from 3-musketeer hat and blazer skeleton. And there's also the constant mentions of wanting a musician on the crew and that Thriller Bark (Brook's debut) was supposed to happen before Water 7 originally.

Gotta say after all the build up between Usop and Elbaf only for Franky (and I assume Sanji next) to get the power up is hilarious.

I don't think Usopp was to get a major power-up here. Though he might still gain something. What we wanted was more emotional. He wanted to see the famed warrior nation and he got pacifists. Seeing them reclaim their warrior spirits and still accept the lessons in peace was very gratifying for him. They are not the bullies they once were or the wimps that Harald thought they should become to be considered civilized, they are the warrior ideal.

Rocks didn't have a contract with Imu.

I looked back at chapter 1166 and at the beginning of the chapter, Rocks has obviously returned to his senses. Saint Garling was the one that struck the fatal blow post battle with Garp and Roger. Essentially, he was killed twice.

Perhaps possession counts as a type of contract. Could be dependent on the strength of the possessed. A contract with someone weaker might be different than with Harald or Rocks. Alternatively, Imu might be keeping those he wants to possess later alive. He wanted Rocks and Harald (maybe less so Harald but he couldn't be happy that he went back on his word and he might have decided to cut his losses) dead.
