I think the advantage of doing it with the live action is that Oda's negotiations are much simpler. They can do it by season of that show rather than having to look back over decades of One Piece content and work out what they do and don't get.
It's not that complicated the shit they're doing for the live action sets is literally stuff fromt he original but with generic ass looking netflix live action default face minifigs instead of manga/anime stuff
I've seen fan art stuff on occasion that styles the netflix actors kinda like the manga and anime but every live action merch thing has this weird uncanny look to it where it's stylized but in a way that seems to directly avoid any of one piece's signature identity while also mostly not looking liek the netflix actors themselves. REALLY weird issue.
Lego literally has a head mold that would be the PRIME usopp head but because it's live action one piece usopp can't have his signature nose.
What's funny is some of the live action one piece minifigs are pretty much clearly based on their non netflix appearance due tot he netflix peopele' outfits being pretty much identical so it causes a level of dissonance
Unrelated to the lego thing I can't remember if I pointed this out yet or not and I'm too lazy to check but Luffy's actor continues the OTHER weird hollywood trend from the last little over a decade of taking a character who's a loud mouthed yelling guy with messy straight hair and turning him into a kinda weirdly quiet guy with curly hair. Scott pilgrim is another big example but there's a good few others between then and this one.

Guy has potential but it feels like some weird shit's either going on with the direction or something. Like how when they did the scott pilgrim animated netflix cartoon that actually had michael cera acting like scott should have been acting in the movie instead of whispery quiet mumble guy. I'm putting together what I know, they casted a curly haired guy for a role and made him weirdly toned down behaviorally. it's less the hair and more the way the shit is delivered combined wiht the hair that's the pattern.
like the toned down thing extends to the merch you rarely see him enthusiastic about shit it's always either mr. beast thumbnail grimace or dreamworks smirk.
Like look at the lego promo image for instance. You'd expect luffy to have the face usopp has here given he's pumping his fist up but he doesn't so it looks off. That's why i'm thinking it's a higher up decision thing.

The evil comes less from being completely morally bankrupt, rather she embodies the evil traits Vegapunk has, which is why she tries to rob the Straw Hats. Research grants don't come out of nowhere, but she's not sadistic and cruel for the sake of it.
