The smurf has to pay income tax on the full amount of the caregiver stipend. Blade gets to keep his share tax-free; after all, it's not his name on the record. The smurf may not be netting anything on the 10% pittance Blade lets them keep...unless they're lying on their tax return.
It's not you. The scheme only works when the smurfs willingly overlook or unwittingly fail to factor in the tax burden and legal risk of participating. At 10%, they're basically doing it for free.
