Thanks so much, I'm glad someone was able to archive at least the important part even if there's no video content to it.
Here's a blow by blow summary of the video:
The video opens up with silence (presumably the video feed would have been Pamperchu's messy living quarters, similar to the alcohol video). He starts off by saying he's hearing voices in his head at 5 seconds in and talks about putting something on his head and holding pretend children (likely a stuffed animal or something) as a coping mechanism. He talks about there being a lot of inner noise in his world, and how blocking out the noise lets him focus on these voices. He starts going on about his Chuck E Cheese plush, and talks about rubbing it and talking to it like it's a person.
At 2:27 he starts going on about how he doesn't matter what his children are, how he loves them, and how he's craving having actual children. "I really want a child but I know I can't have that in my life right now so I have stuffed animals" and he starts talking about his plush in a diaper. 3 minutes in he mentions pretend children, how Steve is his "pretend adult", and how he feels like he's in an age between his plushie and Steve.
At 3:52 he mentions Steve's older than him when playing pretend. There are a lot of pauses but he mentions Steve built something for him (likely a crib) and also brought him into the house to take care of him. At 5:05 he mentions he wants people to know him better, and mentions that he gets sounds in his head again. He wears ear protection used for shooting guns for accomplishing this.
At 6:10, that's when the wet diaper story begins. "Someday I would love to have a um real child...well I had a dream like this. Real child, he was 7 years old wearing a wet diaper and I picked him up and floated him to my bed and I rubbed his back...that's all I did. I don't know why that's in my dreams but um it's very comforting for me. I have a lot of friends who wear diapers and they're overage but um...I guess I should just say now I like kids. I mean it's not in the same way you might like kids but it's a parenting feeling it's a...something (pauses) it's really difficult to talk about".
7 minutes in he goes back to talking about his plush like it's a kid, talks to himself, and mumbles hard. At 7:32 he groans after talking about hoping he doesn't kill everyone in a car wreck before saying he likes kids again and "I'll just say that far/part" and he implies that as a kid he never got proper parenting. You can hear his voice tremble as if trauma is coming out as he is filming this video. At 8:15 he says he'd better take a break before going too far, before talking about stuffed animals as the depression comes out again mentioning drugs.
9:17 is when the confession happens with deep breathing. "I'm one of those weird people...I still wanna say the word...you already know the word I'm talking bout but I'm one of those and I would never hurt a child I would never have sex with a child (whispering: never fuck a child) no I'm a different type of one of those. Different type. And I know there's many of us around us, like every single one of my friends at least agrees upon it or are one so watch out cause you know when gay was bad that hurt a lot of people. So this other name I just can't say on YouTube yet....it's me and won't ever hurt a child in my life, never, never ever. But you know what I am one so look around you."
He follows this up with justification via his dream, says pedophiles are all around you, and mentions it's even harder to make this video than the drinking video.
Tl;dr: Pamperchu admits he's a pedophile and all his friends either are okay with this or are in on it as well. Chances are he's doing drugs while filming this as well, and he sounds really depressed throughout the video. With the confession at the end and the creepy vibe from merely the audio alone, I can see why someone would click report thinking YouTube would send the cyber police to his house or some shit.
