They have to keep them for a while at least, for the purposes of proving people's credentials when they apply for jobs. Given that it's a state school and these are probably photocopies turned into archival jpegs, the overhead of having all of them is really low.

It's very difficult. You actually have to work harder to fail PE in today's educational system than almost any other course. All you have to do is bring gym clothes and the appropriate footwear (if you were one of the people who didn't always wear tennis shoes). Failing PE means our favorite fat fucking butter faced retard was literally incapable of following the most basic instructions. The rest of his report card is a fucking joke. I've seen short bus specials who have better grades than this, and a couple of them put their fingers up their noses during finger painting.

I'm amazed. In high school art all you had to do was at least try and you'd get an auto A. Almost all art teachers on that level realize that 9/10ths of their students are untalented goblins so the requirement is just 'turn in the work on time.' The course, AM DEM PROBS, is this his civics course that he has bragged about? He claimed to have taken an AP course, but on a transcript those are abbreviated as AP [course name].
