MANILA, Philippines (AP) — The Philippines has filed a low-key diplomatic protest with China after a U.S. think tank reported that Beijing appears to have installed anti-aircraft and anti-missile weapons on its man-made islands in the strategically vital South China Sea, the country's top diplomat said Monday.

Foreign Secretary Perfecto Yasay said the diplomatic communication was issued after the report came out last month.

The Center for Strategic and International Studies report said anti-aircraft guns and weapons systems designed to guard against missile attacks appear to have been placed on all seven of China's newly created islands.

Yasay told CNN Philippines that Manila had responded, but did so quietly.

"We have taken action on that, we have issued a note verbale," he said, referring to a diplomatic communication that is issued in the third person and is not signed. It is considered less formal than a letter of protest.

He did not say when it was issued, adding it was a matter that he did not want to discuss.

"I just want to assure the Filipino people that when we take action at engaging China in this dispute, we do not want to take such aggressive, provocative action that will not solve the problem," he said. "We cannot engage China in a war."

Nevertheless, he said, "when there are reports about the build-up of weapon systems in the area, during our watch we made sure that the interests and rights of the Philippines are properly protected."

Beijing says the artificial islands are intended to boost maritime safety in the region while downplaying their military utility. They also buttress China's claim to ownership of practically the entire South China Sea.

Taiwan, Vietnam, the Philippines, Malaysia and Brunei also claim territory in the waterway, through which an estimated $5 trillion in global trade passes each year.


After China took control of disputed Scarborough Shoal in 2012 and blocked Filipinos from the rich fishing area, then President Benigno Aquino III brought his country's territorial disputes with Beijing to international arbitration. China ignored the Philippine case and refused to recognize the outcome, which was heavily in favor of the Philippines.

President Rodrigo Duterte, who succeeded Aquino in June, has taken steps to mend the strained relations with China. He also has taken an antagonistic stance toward outgoing President Barack Obama's administration after the U.S. leader criticized his deadly crackdown on drugs.

In the Monday interview, Yasay said Duterte is expected to visit Russia sometime in May, and has been invited to both Moscow and St. Petersburg, Russian President Vladimir Putin's hometown.

Several agreements may be signed during the visit, including a defense cooperation pact, he added.

Duterte is a freak, but he isn't stupid. He understands who to bully and who to negotiate with. He can bully us because we're fifteen hours away from him and we won't do anything about it, because he isn't doing anything drastic enough to incite war. He can't bully China, because he's in the middle of a tense territorial dispute with them, and they have a military that outnumbers his eighteen-to-one. If he does piss China off, they can just declare war on him and tear him a new one, and since he has no other major allies, no one will come to his aid if China does fight him.

He's choosing his battles, and wisely.

He's saving them for the druggies. And he just started this no ransom policy, where he just tells his police to kill the kidnappers with their hostages. Like that won't have any repercussions.

I think you are right. At first I thought he was just a hardcore badass, than a skizo who wanted to suck up to everybody, but perhaps there is a bigger pattern here than we realise.

Basically, he acts like a crazy dictator because in Turkey that is all the hip rage. The average turks want it.

Duterte can't do shit against Chinese aegis destroyers with old coast guard cutters he got from america, not even a single hazard Perry frigate.
I doubt the phillipines air Force can do anything too.
China has basically won the South China Sea now, they can be only removed by a gigantic bombardment against their island Fortress and the us air Force or navy cant go in without suffering crippling casualties.
They now control a area which there is huge commercial and fishing importance in the region, without firing a shot.

Except Erdogan is a loser who accomplished nothing in life, even forging his own university diploma, and is quickly sending Turkey ass-backwards. Putin and Duterte care about their countries, and while libtards can piss and moan about how they approach it, at least it's working.

As for the South China Sea, we can use our alliance with Japan and forcing China to recognize Taiwan already for negotiation. I suppose The Philippines on our side would be convenient, and is achievable as long as Obama doesn't fuck anything up within the next couple of days.
