Actually, I think they're all supposed to be male characters, though they are illustrated in a particularly effiminate style. Maybe someone who actually could be arsed to watch the show could correct me, but I believe that's why they were so popular with the yaoi crowd. The irony is, many countries are envisioned as female by their inhabitants (Mother Russia and Britannia being the prime examples) so we've got yet another instance where Phil is being a culturally insensitive shitlord.

I think the Mexico/generic Latin America fixation has been a long term part of Phil's assumed identity, much like his obsession with maps and signs, while other things have been more fleeting. His Japanese phase definitely went hand-in-hand with his anime phase, and I suspect he still has some interest in it, but he's largely stopped defining himself by it because it's no longer popular in the circles he now creeps around the periphery of, much like he dropped Ahuviya and his whole Jewish identity when he realized that SJWs weren't very keen on Israel.

Phil only really got into Anime for a few narrow reasons:

1) He was able to copy the style relatively easily.
2) It gave him a excuse to play dress up.
3) He thought it was a backdoor into other kinds of degeneracy he was more interested in, an for him it kinda was.
4) He thought it was a nice way for him to act out all the time and not be exactly normal around people.
